Abstract

This research has the objective of identifying the main problems in the administration of a public organization, according to a manager’s perspective. Thus, the ontological base is the interpretive paradigm (Morgan, 1980) and it used the epistemology suggested by (Seidman, 1998 ) for the data collection per three interviews. In this way, the discovered problems were grouped in four topics: organizational culture, human resources, work routines and physical structure. The relationship between the problems takes to the following consequences: knowledge loss, excessive working mistakes, chronological delays and the creation of a cycle called administrative inertia, which results in a decrease of the activity level, hindering any reaction of the organization.
